METHODOLOGICAL FOUNDATIONS OF AN INTEGRATED PEDAGOGICAL APPROACH TO TRAINING THE WORKING POPULATION IN BEHAVIOR AND ACTIONS IN EMERGENCY SITUATIONS UNDER MARTIAL LAW

Abstract

Safe living of the population is a dynamic social process that changes under the influence of objective and subjective factors and reflects the level of threats, societal preparedness, and managerial decisions of relevant actors. Civil protection is a key component of the national security system aimed at minimizing the risks of natural, technological, and social emergencies and ensuring the protection of life, public health, and sustainable development. The article examines the regulatory, legal, and organizational-pedagogical foundations of training the working population in behavior and actions in emergency situations to fulfill the tasks of the Unified State Civil Protection System. The scientific interpretation of the definition “working population whose activities are related to the implementation of civil protection measures” is clarified as a differentiated set of actors that differ in management level, functional role, and degree of involvement in civil protection tasks, substantiating the need for a targeted approach to their training. The main limitations of current training practices are identified, including the predominance of informational and instructional formats, insufficient practical orientation, and incomplete consideration of psychological and contextual factors. The expediency of applying an integrated pedagogical approach is substantiated. This approach combines andragogical, competency-based, and activity-based approaches as complementary methodological foundations for forming the actual readiness of the working population to act in emergency situations under martial law and combined security threats. It is demonstrated that the effectiveness of such an approach is ensured through the integration of contextual and psychologicalpedagogical components, as well as the use of practice-oriented, digital, and personalized educational tools. The structural and functional characteristics of the integrated approach are systematized, forming a methodological basis for improving the content, forms, and methods of training the working population to act in emergency situations under martial law and combined security threats.
