Abstract

This article is devoted to a comprehensive analysis of the technical educational and scientific cluster (hereinafter referred to as TESC) management system, established on the basis of a university. The article provides a characterization of the TESC management system, which includes key management aspects: strategic management (mission, vision, goal formation, strategy development), organizational management (structure, processes, personnel), financial management (budgeting, project financing, accounting ), and innovation management (stimulating scientific research, commercialization of results, intellectual property protection), which serves as a basis for the further development of a model for effective cluster management that takes into account the specifics of its activities and the external environment. The conducted research allowed us to analyze the features of TESC management and identify key interconnections between strategic planning, organizational structure, and innovation activities. We have established that the effectiveness of the TESC directly depends on the clear definition of strategic goals, a flexible organizational structure, the ability to adapt to changes, and the stimulation of innovations. The obtained results indicate that it is precisely the combination of these factors that ensures the sustainable development of the cluster and its competitiveness. However, despite the presence of all the necessary management components, the cluster faces a number of problems, such as insufficient funding for innovation projects, the lack of effective coordination mechanisms between participants, and a low level of commercialization of scientific developments. That is why the development of an effective TESC management model is an urgent need in the context of reforming the Ukrainian education system, where effective management is the key to the successful development of the cluster. Based on the conducted analysis, proposals for improving the cluster management system have been formulated. Our research can be used to develop effective TESC management strategies in various sectors of the economy and contribute to the development of the innovation ecosystem in Ukraine.
